About MTC

In Lao, the Ministry of Technology and Communications (MTC) leads the country’s digital transformation.

Our Story

MTC was established on October 2021 from the merger of the Ministry of Science and Technology (MST) and Ministry of Posts and Telecommunications (MPT).

 

It is composed of 15 departments and has oversight functions over key areas including connectivity, telecommunications, cyber-security, digital government, and innovation.​

The Digital Government Centre, which is currently part of MTC, started as an e-Government project in 2006 with the goal of increasing the government’s effectiveness and service delivery through Information and Communication Technology (ICT). It has since evolved to offer several digital government services.

The Government of Lao is making significant investments in upgrading its Information and Communication Technology (ICT) infrastructure. Key developments include:

  • Internet Connectivity: The government is actively working to improve internet accessibility and affordability. To achieve this, fiber-optic networks are being expanded to increase coverage and reduce latency, which will help to provide faster and more reliable internet connectivity for businesses and individuals.

  • Data Centers: The government is establishing local data centers to support blockchain-based services and applications. These data centers will provide the necessary infrastructure to enable the development of blockchain technologies, such as distributed ledgers, smart contracts, and secure digital identities.

  • Blockchain Infrastructure : The Lao National Blockchain® is a "public permissioned" blockchain that is managed by group members as well as individual members of the blockchain partnership in various regions, with a peer-to-peer network consisting of 32 real-time production nodes. This blockchain infrastructure is being developed to provide secure and transparent record-keeping for various applications, such as land registry, supply chain management, and digital identities.

  • Energy: Lao has a rich hydropower potential, which can provide cost-effective, renewable energy for blockchain-based infrastructure. The government is exploring ways to leverage this energy to power the country's growing digital economy.

These strategies aim to create a conducive environment for the growth of the digital economy, including initiatives based on blockchain.
